  Analyzing key SROs through detailed clause-by-clause examination to identify structural gaps, ambiguities, and implementation bottlenecks affecting trade and compliance.
   
• Stakeholder Consultation and Evidence Gathering
  Engaging industry stakeholders, including animal health companies and supply chain actors, to validate findings and incorporate ground-level insights.
   
• Reform Design and Recommendations
  Developing technically robust, evidence-based policy recommendations to improve regulatory clarity, neutrality, and inclusiveness.
   
• HS Code Rationalization and Coverage Enhancement
  Proposing restructuring of HS code descriptions to remove biases and recommending inclusion of critical but previously omitted inputs.
   
• Compliance Framework Improvement
  Recommending revisions to distribution-related compliance requirements to better reflect actual market practices and reduce operational constraints.
   
• VAT and Fiscal Policy Clarification
  Addressing ambiguities in VAT exemption provisions for veterinary medicines to ensure consistency and effective implementation.
   
• Market Access and Trade Facilitation Support
