Strengthening Trade Facilitation Capacity through the Bangladesh Trade Portal e-Learning Platform (SD-59)

Project Overview

The Bangladesh Trade Portal (BTP), an initiative of the Ministry of Commerce, Government of Bangladesh, is a key national trade facilitation platform providing traders and other stakeholders with centralized access to information on import and export procedures, regulatory requirements, and trade-related measures. This project will strengthen the BTP as a digital knowledge and capacity-building platform for trade facilitation, helping businesses and public officials better understand and navigate domestic and international trade requirements.


Implemented under the Bangladesh Regional Connectivity Project-1 (BRCP-1) of the Ministry of Commerce and financed by the World Bank through IDA, the assignment brings together Orange Business Development Limited (Orangebd) and TRACE Consulting to design, develop, test, and deliver an integrated e-learning platform covering critical areas of trade facilitation and regulatory compliance. At least 20 bilingual, interactive modules will cover the WTO framework and Trade Facilitation Agreement (TFA), import and export procedures, SPS and TBT measures, international standards, rules of origin, tariff classification, non-tariff barriers, trade remedies, digital trade and e-commerce regulations, and trade finance.


By combining structured trade-related content with interactive learning, assessments, certification, and digital accessibility, the project aims to make complex trade rules and procedures easier to understand and apply. It will support traders, SMEs, business associations, women-led enterprises, and public officials in developing the practical knowledge needed to navigate cross-border trade procedures and comply with regulatory requirements more efficiently.


Orange Business Development Limited (Orangebd) and TRACE Consulting are responsible for the full lifecycle of the assignment, including e-learning platform and LMS development and integration with the BTP, course-content development, bilingual delivery, interactive learning tools, certification, analytics, security, testing, training, promotion, and final handover to the Ministry of Commerce.

Project Details

Scope of Services: 

  • E-Learning Platform Design & LMS Integration: Designing and developing a user-friendly, mobile-responsive e-learning platform integrated with the 3rd version of the BTP and its mobile application, including a Learning Management System to manage content, track user progress, and issue certifications.
  • Course Content Development: Developing at least 20 interactive modules – covering topics such as the WTO and trade agreements, export/import procedures, the Trade Facilitation Agreement, SPS/TBT measures, rules of origin and tariff classification, non-tariff barriers, trade remedy measures, digital trade and e-commerce regulations, and trade finance – through video tutorials, reading materials, quizzes, infographics, and case studies.
  • Learning Methodology Integration: Incorporating interactive videos, embedded quizzes, decision-making scenarios, simulations, case studies, and discussion forums to encourage active participation and real-world trade-scenario learning.
  • Bilingual Support: Ensuring all videos, text content, quizzes, and assessments are available in both Bengali and English, with seamless language-switching for users.
  • Certification System: Building module-wise progress tracking, a multiple-choice and practical final assessment, and a Certificate of Completion integrated with user profiles.
  • Monitoring, Analytics & Security: Implementing analytics dashboards, discussion forums, feedback and rating systems, role-based access control, and security safeguards (SSL, WAF, encryption, and vulnerability testing) in line with government hosting and data-protection requirements.
  • Testing, Training & Handover: Conducting unit, integration, system, performance, security, and user-acceptance testing; delivering technical and operational training to Ministry personnel; and preparing user manuals, guides, and a final handover package including full source code and documentation.

Key Outcomes

  • Strengthened Trade Facilitation Capacity: Improved practical understanding of import and export procedures, WTO rules and TFA provisions, SPS/TBT measures, international standards, and other regulatory requirements among traders, SMEs, business associations, women-led enterprises, and public officials
  • Improved Access to Trade Information: A structured, interactive learning environment integrated with the Bangladesh Trade Portal, making complex trade rules, procedures, and compliance requirements easier to understand and apply.
  • Enhanced Regulatory Compliance: Greater capacity among traders and businesses to understand documentation, standards, and regulatory requirements and navigate cross-border trade procedures more efficiently.
  • Inclusive and Bilingual Access: Bengali and English content and mobile-responsive delivery, expanding access to trade-related knowledge among a diverse national user base.
  • Structured Learning and Certification: Progress tracking, assessments, and certification enabling users to systematically build and demonstrate trade-related knowledge.
  • Strengthened Institutional Capacity: Training, analytics, technical documentation, and system handover to strengthen the Ministry of Commerce’s capacity to sustainably manage the platform and deliver trade-related knowledge through the BTP.
