ISO/IEC 17025:2017 Accreditation and Laboratory Systems Strengthening for PRTC, CVASU

Client: Poultry Research & Training Centre, CVASU

Project Overview

The Poultry Research and Training Centre (PRTC) at Chattogram Veterinary and Animal Sciences University (CVASU) is a critical analytical testing facility supporting Bangladesh’s poultry, animal feed, and livestock sectors. To strengthen testing reliability, technical competence, and international recognition, TRACE Consulting provided comprehensive technical assistance to prepare PRTC for ISO/IEC 17025:2017 accreditation.

The assignment involved a systematic assessment of the Feed Quality & Nutrition Laboratory, Food Microbiology Laboratory, and instrumentation facilities, identifying critical gaps in quality documentation, method validation, measurement uncertainty, equipment calibration, environmental monitoring, and sample traceability. TRACE established a laboratory-specific Quality Management System (QMS), encompassing SOPs, validation protocols for nutritional analysis, and foodborne pathogen detection, alongside equipment management, international Proficiency Testing (PT) participation, and personnel training in internal auditing.

The project aims to prepare PRTC for formal assessment by the Bangladesh Accreditation Board (BAB), strengthen the credibility of feed and food safety testing, support the Bangladesh Food Safety Authority’s (BFSA) quality framework, protect poultry producers from unsafe feed inputs, and enhance confidence in Bangladesh’s agro-livestock supply chain.

Project Scopes

  • Assessment and Gap Analysis: Conducted comprehensive diagnostics to evaluate existing systems, identify gaps, and define priority areas for improvement in line with international standards.
  • Quality Management: Established and strengthened quality management frameworks to ensure compliance, consistency, and continuous improvement across operations.
  • System Development: Designed and developed integrated systems tailored to institutional requirements, enhancing efficiency, coordination, and data management.
  • Technical Requirements Implementation: Implemented key technical specifications and standards to align operations with regulatory and international best practices.
  • Documentation and Training Support: Developed detailed documentation and delivered targeted training to support assessment processes, ensuring knowledge transfer and sustainable adoption.

Key Outcomes

  • QMS Implementation: Developed an ISO/IEC 17025:2017-compliant Quality Management System (quality manual, SOPs, and formats) tailored for food and feed testing.
  • Method Validation & MU: Established protocols for method verification, validation, and Measurement Uncertainty (MU) evaluation for chemical and biological parameters.
  • Quality Assurance (PT/ILC): Coordinated metrological traceability, identifying the PT requirements, and providing guidance on interlaboratory comparison/proficiency testing program selection and participation.
  • Personnel & Equipment Control: Implemented strict calibration schedules, preventive maintenance plans, and structured competency matrices for analyst authorization.
  • Risk management: Executed comprehensive robust risk management through risk assessment, scoring, hands-on practice addressing risk, and a corrective action framework to proactively resolve non-conformities.
  • Training Needs Assessment & Implementation: Executed comprehensive Training Needs Assessments (TNA) and delivered targeted technical capacity-building programs to ensure staff competency across QMS operations and specialized testing methods.
  • Accreditation Assessment Readiness: Executed baseline gap analyses and internal audits and provided end-to-end audit preparation for the Bangladesh Accreditation Board (BAB) assessment.
