Head of Business Development (Readvertisement)

TRACE Consulting is a Bangladesh-based strategic advisory and consulting firm working across international trade, trade facilitation, economic and regulatory policy reform, digital transformation, institutional capacity building, and international development. We work closely with government agencies, development partners, regulatory bodies, and private-sector organizations on projects that shape policy and practice in these areas.

The Head of Business Development will lead TRACE's growth initiatives, focusing on developing new projects and contracts with development partners, government agencies, private sector companies, business chambers, etc. The person will play a central role in the development, writing, and editing of proposals in response to requests for proposals (RFPs), expressions of interest (EoI), or other solicitation types. This is a full-time position based in Dhaka, Bangladesh, reporting directly to the CEO. Candidates with relevant work experience in Bangladesh's consulting industry will have an advantage.

Key Responsibilities

  • Lead, design, and implement TRACE's overall business development strategy, identifying strategic priorities and partnership opportunities to promote organizational growth and sustainability.
  • Proactively pursue and track consultancy assignments across development partners, government agencies, and the private sector-from initial engagement through award-reporting pipeline health and BD performance to the CEO.
  • Lead the drafting of project proposals, concept notes, and expressions of interest (EOIs), converting TRACE's concepts into formal proposals for development partners, government agencies, and private-sector clients.
  • Prepare comprehensive technical and financial proposals, including logical frameworks, result frameworks, implementation plans, budgets, pricing strategies, and risk management strategies. Lead or support contract negotiations with clients and partners to close awarded engagements.
  • Mentor and guide the proposal development and research support teams, ensuring quality control and full compliance with solicitation guidelines, including all required documents, certifications, and appendices.
  • Cultivate and sustain long-term relationships with local and international firms, consultants, and consortium partners-negotiating teaming agreements and MOUs, and serving as the primary point of contact throughout proposal development and beyond.

Required Qualifications

  • Bachelor's degree in business administration, international relations, economics, or a related field. An MBA or master's degree is highly preferred.
  • A minimum of 10 years of progressive experience in business development and proposal development roles within the international development organizations, development partners, and government entities.
  • Demonstrated success in winning and closing major contracts with international development organizations or governments.
  • Deep understanding of TRACE Consulting's core service areas (e.g., trade facilitation, WTO-TFA, policy reform, IT solutions, etc.).
  • Exceptional communication and presentation skills (verbal and written).
  • Strong strategic thinking with a results-oriented and entrepreneurial mindset.
  • Outstanding interpersonal and relationship-building capabilities.
  • Proficiency in market analysis tools and proposal management platforms.
