We are seeking a proactive and results-oriented manager – business development – to lead business development efforts, strengthen strategic partnerships, develop high-quality proposals, and convert opportunities into assignments for TRACE.
The manager will maintain and expand TRACE’s business pipeline, identify and qualify new opportunities, cultivate relationships with prospective clients and partners, coordinate proposal development, and support negotiations through contract award. The position will work closely with the managing director & CEO, senior management, technical teams, consultants, and external partners.

Key Responsibilities

  • Design and implement TRACE’s overall business development strategy, identifying priority clients, sectors, markets, and partnership opportunities that support the firm's growth and sustainability.
  • Proactively identify and pursue consultancy assignments, technical assistance opportunities, tenders, grants, partnerships, and other business opportunities with development partners, international organizations, government agencies, and private-sector clients.
  • Build and maintain a structured business development pipeline, tracking opportunities from initial lead identification through qualification, proposal submission, negotiation, award, and contract signing.
  • Assess potential opportunities based on strategic fit, technical capability, eligibility, competition, resource requirements, financial viability, and probability of success, and provide recommendations on bid/no-bid decisions.
  • Maintain regular engagement and follow-up with prospective clients, partners, and other stakeholders to convert leads into concrete business opportunities.
  • Build and maintain strong professional relationships with development partners, government agencies, international organizations, consulting firms, private-sector clients, and other strategic stakeholders.
  • Identify and engage suitable local and international firms, technical partners, consortium members, and individual experts for specific opportunities.
  • Represent TRACE in business development meetings, networking events, consultations, and partnership discussions, as assigned by management.
  • Develop and maintain a network of prospective clients, partners, experts, and collaborators relevant to TRACE’s priority areas.
  • Lead and coordinate the preparation of Expressions of Interest (EOIs), technical and financial proposals, concept notes, grant applications, and other business submissions.
  • Translate TRACE’s strategic ideas and management concepts into well-structured, persuasive, and technically sound proposals for government agencies, development partners, international organizations, and private-sector clients.
  • Work closely with senior management and technical experts to develop innovative and feasible project concepts aligned with national priorities, client requirements, and donor interests.
  • Coordinate with technical teams to obtain inputs for methodology, work plans, staffing, deliverables, budgets, implementation arrangements, and risk-management approaches.
  • Prepare or coordinate logical/results frameworks, implementation plans, staffing plans, budgets, risk matrices, and other required proposal components.
  • Ensure that every submission complies with solicitation requirements and includes all required forms, supporting documents, certifications, declarations, and annexes.
  • Manage proposal calendars, internal deadlines, responsibilities, reviews, and final submission processes to ensure timely and high-quality delivery.
  • Conduct final quality and compliance checks before submission.
  • Lead or support commercial and partnership negotiations with prospective clients, consortium partners, consultants, and service providers in coordination with the Managing Director & CEO and relevant senior management.
  • Negotiate scopes of work, partnership arrangements, level of effort, professional fees, cost-sharing arrangements, commercial terms, and other proposal-related matters within management-approved parameters.
  • Coordinate clarification and negotiation processes following proposal submission and support the transition from preferred bidder/selection to contract finalization.
  • Support the review of contracts, teaming agreements, MoUs, subcontracts, and other business arrangements in coordination with management and relevant technical/legal personnel.
  • Ensure that commitments made during negotiations are properly documented and communicated to relevant internal teams.
  • Coordinate proposal development teams, research support staff, technical experts, consultants, and external partners to ensure clear responsibilities and timely delivery.
  • Maintain accurate records of business opportunities, submissions, partnerships, negotiations, outcomes, and lessons learned.
  • Prepare periodic business development reports for management, including pipeline value, proposals submitted, opportunities won/lost, conversion rates, upcoming deadlines, and priority follow-up actions.
  • Conduct post-submission and win/loss reviews to improve TRACE’s future business development and proposal strategies.
  • Support the smooth handover of successful proposals and contractual commitments to the responsible project implementation team.
  • Perform any other business development or related responsibilities assigned by management.

Required Qualifications

  • Master's/bachelor's degree in business administration, economics, international development, or a related field.
  • At least 6–7 years of relevant experience in business development, proposal writing, or partnership/client management, ideally within a consulting, advisory, or development organization.
  • Proven track record of leading successful technical and financial proposals, EOIs, or grant applications for government, donor-funded, or private-sector clients.
  • Strong understanding of donor and government procurement processes, including tender requirements, compliance documentation, and evaluation criteria.
  • Excellent proposal writing, technical writing, and editing skills, with the ability to translate complex ideas into clear, persuasive submissions.
  • Demonstrated negotiation experience, including commercial terms, scopes of work, and partnership arrangements.
  • Strong project and time-management skills, with the ability to coordinate multiple concurrent proposals under tight deadlines.
  • Excellent relationship-building and stakeholder management skills across government, donor, and private-sector audiences.
  • Excellent written and verbal communication skills in English and Bangla.
  • Proficiency in MS Office (Word, Excel, PowerPoint) and proposal/budget preparation tools.
  • High level of professional judgment, discretion, and integrity in handling sensitive client and partnership information.
  • Prior experience working with development partners such as the World Bank, ADB, USAID, or FCDO, or with international consulting firms.
  • Existing network of contacts among government agencies, donor organizations, or consulting/implementing partners in Bangladesh.
  • Experience preparing logical/results frameworks, implementation plans, staffing plans, budgets, and risk matrices for donor-funded proposals.
  • Familiarity with teaming agreements, consortium/joint venture arrangements, MoUs, and subcontract negotiations.
  • Prior experience in trade facilitation, policy reform, institutional capacity building, or digital transformation sectors.
  • Ability to use AI/LLM tools (e.g., ChatGPT, Claude, Gemini) responsibly to support research, drafting, and proposal development, with appropriate verification of outputs.
